Searches at Poplavsky's universities: a scheme that may have drained the budget for years

The case in briefRESISTANCE MEDIA

On 7 May law enforcement officers searched the Kyiv National University of Culture and Arts (KNUKiM) and the Kyiv University of Culture (KUK). This continues a major case of possible embezzlement of budget funds that has been running since at least March. According to the police, searches are taking place not only at the universities but also at the offices of people linked to this system. During the searches, officers seized documents, equipment and phones that may confirm possible theft of budget funds.

According to the investigation and public leaks, the scheme itself looks simple. The state allocates money for students, teaching positions and educational programmes. If more students or a heavier teaching load are "drawn" in the paperwork, the budget automatically pays more. These surplus funds may end up not in education but in the pockets of those who control the process. We may be talking not about thousands but about tens or even hundreds of millions of hryvnias. And it is important to understand: mechanisms like this are among the most common corruption schemes in Ukrainian universities.

At the centre of this story is Mykhailo Poplavsky. For more than 30 years he built his own system of influence at the university. His name has repeatedly come up in scandals - from the use of administrative resources to questions of finance and management, such as building an elite housing complex instead of dormitories. After his contract ended, he kept his influence through a private university, which now also features in the case. This raises a logical question: how many years did this scheme operate, and under whose control?

RESISTANCE is about systemic change. When one person controls a large state resource for years and oversight is weak or merely formal, abuse becomes not the exception but the system. And if society stays silent, that system only grows stronger. Don't stay silent - join RESISTANCE.
