Millions for school lunches, a single bidder and no specifics

The case in briefRESISTANCE MEDIA

RESISTANCE has received a reply from the Zakarpattia Regional Military Administration to its request on school meal funding. We were given a table with total amounts by community, but the most specific questions were effectively left unanswered. We asked how much is spent separately on food, catering, maintenance and repair of school kitchens and equipment; what one portion costs in each community; how much of that cost is paid by the state and how much by the community; and whether there are funds from international organisations and donors. None of this is in the reply. On the price of meals, the administration only said that it is set by the founders and heads of the schools.

Now it becomes clear why we are especially interested in the cost of meals and the specific contractors. In Uzhhorod, just two school contracts for 2026 with Catering Dinner LLC come to about UAH 6.83 million: UAH 4.506 million for catering at the Taras Shevchenko lyceum and UAH 2.327 million for meals at primary school No. 20. In both published procurements we see a single bidder - Catering Dinner.
The company was registered only in January 2024, but has already sold goods and services through public procurement worth about UAH 60 million in 2024, UAH 70.7 million in 2025 and another UAH 22.3 million in 2026. Its largest customer is the Uzhhorod City Multidisciplinary Hospital; according to OpenDataBot, the total value of contracts with it exceeds UAH 126 million. Local media have previously drawn attention to this company's large hospital contracts and the lack of competition in some procurements,

And against this background the Zakarpattia Regional Military Administration does not tell us even the most basic thing - how much one portion for a schoolchild in Uzhhorod and other communities really costs and what that price is made of.
So we consider the reply incomplete and will demand that it be supplemented. We want to know specifically: who feeds the children, how much one portion costs, how much the contractor receives and why multimillion procurements sometimes have only one bidder.
