Darivka community. The kitchen of the Lymanets lyceum is being repaired by the MAHISTRAL PLUS consortium. The works contract was signed for UAH 10.633 million Clarity Project. In May 2026 the Darivka village council itself went to court demanding UAH 1,886,508.97 from the contractor. According to the council, the contractor overstated the volume of work done and used less material than declared in the acts. And that is not all. In July the Kherson regional prosecutor's office filed a separate lawsuit over the same contract: it asks the court to declare the supplementary agreements partially invalid and to recover a total of UAH 2.616 million, of which UAH 2.4 million is an advance payment. That case is also pending.
Velyka Oleksandrivka. On 17 June 2026 the Velyka Oleksandrivka lyceum announced a procurement to modernise its kitchen with an expected value of UAH 8,963,371.60. The tender failed. In August the works procurement for the same site was announced again - this time for about UAH 7.47 million. So the expected value fell by about UAH 1.49 million, or 16.7%. We would like to know what exactly changed in the design and estimate documentation to the tune of almost one and a half million hryvnias.
At the same time, the same lyceum is carrying out another large project - converting a workshop into a hub kitchen. The contract went to Nikopolska-STK LLC for UAH 26,883,237.18. According to a journalistic investigation, the company was the only bidder in that procurement after the remarks on its offer were corrected.
The Center for Journalistic Investigations also pointed to earlier criminal and administrative proceedings involving the company or its officials, problematic previous contracts and materials on possible overpricing of building materials.
Bila Krynytsia core gymnasium. The reconstruction of premises into a base kitchen was estimated at about UAH 15.14 million. The only bidder in the first procurement was Budvistaproekt LLC. CJI journalists found that in its experience documents the company referred to a contract from May 2024, although the legal entity itself was registered only in October 2025. The procurement was later cancelled. The formal reason was that the winner did not provide a signed contract within the set deadline.
So, after just the first check of the UAH 78.5 million for kitchens in Kherson region, we have:
- a court dispute over almost UAH 1.9 million concerning the volume of work and materials;
- a separate prosecutor's lawsuit for another UAH 2.616 million over the same contract;
- a kitchen procurement whose expected value fell by about UAH 1.49 million when it was re-announced;
- a separate hub kitchen for almost UAH 27 million;
- a UAH 15.14 million tender where questions arose about the bidder's experience documents, after which the procedure was cancelled.
