Analysis of the tenders shows a lack of competition and potential risks of overpayment, since the bidders are linked to each other. The total value of tenders for several facilities exceeds UAH 500 million, while children do not attend these schools because teaching there is impossible.
This concerns the construction of schools in communities of Zaporizhzhia region. In particular, in the village of Semenkivka a tender was announced to build a shelter for a lyceum worth UAH 70 million. In the village of Rozumivka the "Temp" gymnasium received UAH 92 million, although classes have been suspended because of shelling. In Vilniansk the "Potentsial" lyceum was allocated UAH 110 million under the tender, and the Komyshuvakha gymnasium "Dzherelo" UAH 112 million, although both schools are partly or completely closed and residents have been evacuated. Especially egregious cases are the Bilenke lyceum "Lider" (UAH 110 million), which has not operated for a single day, and the Balabyne gymnasium "Prestyzh" (UAH 110 million), where bringing children in is dangerous and the village is under anti-drone nets.
The key role is played by Ivan Fedorov, head of the Zaporizhzhia Regional Military Administration, who controls the distribution of local budgets.
It is even more shocking that in 2025 the city of Zaporizhzhia allocated only 3% of its budget to support the Armed Forces - of the community's UAH 13 billion budget, only UAH 400 million went to the regional budget as an "other subsidy", with no subventions and no military bonds. The city is headed by Rehina Kharchenko, while Ivan Fedorov has key influence over both the city and the regional administration.
In contrast, the Russians are building an underground city for the "Vostok" group on the Zaporizhzhia axis. Kilometre-long tunnels lead to enemy command posts, where under concrete slabs at a depth of 3 metres there is a fountain, a swimming pool, a sauna and even its own museum. The enemy is building luxurious military facilities, while Ukrainian money goes into corruption schemes at schools where there are no longer any children or people.
We call on the oversight bodies to check the tenders and assess whether the spending is justified! This is exactly why RESISTANCE launched the "City Council Monitoring" project to check efficiency and corruption. Let's make them report openly to the community! Join the project - hold the officials of your community to account!
