Heorhii Zantaraia has headed the Sviatoshynskyi District State Administration in Kyiv since 26 May 2025.
He was born on 21 October 1987. He holds two higher education degrees: in 2009 he graduated from Transcarpathian State University in Law, and in 2013 from Ivan Ohiienko Kamianets-Podilskyi National University in Physical Education. He is publicly known as an athlete and a promoter of martial arts.
Kyiv City Council member of the 9th convocation from Servant of the People
In 2020 he was elected to the Kyiv City Council of the 9th convocation from Servant of the People. He is a member of the standing committee on architecture, urban planning and land relations.
In 2007-2020 he served in the Security Service of Ukraine, rising to the rank of major. At the same time, he has no experience in public administration in civilian bodies.
Since 2004 he worked within the system of the Ministry of Youth and Sports of Ukraine, at the Ukrsportzabezpechennia directorate, which is responsible for the logistics of sporting events. Open descriptions and registers of the organisation record foreign currency accounts, including multi-currency ones, among which transactions in Russian roubles are mentioned.
What does he declare?
2023. Zantaraia owns two apartments in Kyiv of 46.8 sq m and 64 sq m. He declared cash of USD 10,000 and UAH 200,000. His main place of work is listed as the Kyiv Sportyvnyi youth sports school, where his annual salary was UAH 203,342.
The official's wife, Olha Serhiivna Starubinska, lists the same sports school as her place of work. Her annual salary was UAH 238,197. In addition, the 2023 declaration shows her income from business activity of UAH 5,545,979, as well as cash savings of UAH 4.1 million.
The 2024 declaration lists disproportionately large amounts of cash. Heorhii Zantaraia declares UAH 290,000 and EUR 12,000 in cash. His wife reports UAH 2,415,809 in business income and UAH 3,350,000 in cash.
At least 4 factors are concerning:
1. As head of Ukrsportzabezpechennia, Zantaraia may have built up useful connections in procurement. So there is now a high risk that he may lobby for one contractor or another.
2. His wife worked at the same sports school as the official. This is nothing other than a potential conflict of interest. After all, that is where Heorhii Zantaraia worked as a council member before being appointed head of the district administration.
3. The amount of declared cash, disproportionate to official income, should interest the anti-corruption bodies.
3. A large amount of cash - both his and his wife's, in various currencies including euros - which looks disproportionate to official income. With a declared annual salary of 290,000 hryvnias, Zantaraia holds twice that amount in cash.
4. Organisations affiliated with Zantaraia have multi-currency accounts, including transactions in Russian roubles.
