SBI: Kyiv Aviation Institute registered "draft dodgers" as "researchers"

The case in briefRESISTANCE MEDIA

The State Bureau of Investigation has announced suspicions in a large-scale scheme that helped men avoid mobilisation, organised through a Kyiv university. According to the investigation, people were issued certificates of supposed employment as "researchers", even though they did no real work. The scheme ran for years, and the "services" cost from $1,500 to $4,000 per person.

Investigations, 09.03.2026

According to the investigation, Kseniia Semenova is a sitting member of Kyiv City Council from the Servant of the People party and the head of the university under whose responsibility these abuses took place at the Kyiv Aviation Institute (formerly the National Aviation University).

The situation came to light a year ago, when the university's Security Department itself discovered unusual facts: students who were "working" on projects in reality had no knowledge of any professional tasks, and absurd stories (for example, "a dentist assembles drones") prompted checks into whether such projects were real. A complaint was filed with the SBU at the time, but the actual investigation was launched by the SBI.

In other words, the scheme was uncovered a year ago, yet the university leadership took no action during all that time despite the violations found. Today investigators have finally served notices of suspicion, and this is only the beginning of the process.

A year of inaction by the university leadership showed complete disregard for the law. Those who cover for draft dodgers and profit from it must bear full responsibility!
