UAH 56 million worth of ambulances handed over - now the Centre pays another 215 million?

The case in briefRESISTANCE MEDIA

In 2024, 30 fully equipped ambulances were transferred free of charge from the municipal enterprise Poltava Regional Centre for Emergency Medical Care and Disaster Medicine to the balance sheet of the municipal enterprise United Motor Depot of Health Care Institutions of Poltava Region.

UAH 56 million worth of ambulances handed over - now the Centre pays another 215 million?
Investigations, 07.07.2026

This was not the motor depot's property. By decision No. 808 of the Poltava Regional Council of 26 April 2024, 30 ambulances were transferred together with medical equipment with a total book value of UAH 56,136,579.

The reason given in the documents is "settling discrepancies in the composition of the object being transferred". But what discrepancies exactly arose over property worth UAH 56 million?

Transferred:

  • 27 type B vehicles based on DANCEL Jumper 4×4 - UAH 47,943,505.80;
  • 2 type C vehicles based on Citroen Jumper - UAH 5,461,610.80;
  • 1 type C vehicle - UAH 2,731,462.40.

In total - 30 ambulances with stretchers, defibrillators, patient monitors, oxygen cylinders, aspirators, syringe pumps and other equipment.

Responsible officials:

  • Dmytro Oleksandrovych Lavrenko - municipal enterprise Poltava Regional Centre for Emergency Medical Care and Disaster Medicine;
  • Ivan Fedorovych Luhovyi - municipal enterprise United Motor Depot...;
  • Viktor Petrovych Lysak - Health Department of the Poltava Regional Military Administration;
  • Oleksandr Yuriiovych Bilenkyi - head of the Poltava Regional Council;
  • Lesia Fedorivna Komorna - Property Management Department of the regional council;
  • Oleksandr Mykolaiovych Kudatskyi - health care commission;
  • Larysa Vasylivna Bosenko - budget and property management commission.

Another fact: the explanatory note stated that public discussion was not needed.

And now the most interesting part.
After the transfer of property worth UAH 56 million, in 2025 the Emergency Medical Care Centre signed a contract with the same motor depot for
UAH 180 million for transportation by emergency medical vehicles. According to Dmytro Lavrenko, in 2026 the contract is already worth UAH 215 million.

So first 30 ambulances are transferred free of charge to another municipal enterprise, and then the Emergency Medical Care Centre pays that same enterprise UAH 180 million, and later UAH 215 million.

The question is simple: what is the economic logic of such a model?

RESISTANCE is preparing new requests and appeals to supervisory bodies and calls on law enforcement to check the transfer of property, contracts worth hundreds of millions of hryvnias and the responsibility of officials. This concerns public property, budget funds and people's safety.
