The UAH 46 million procurement to «repair the greenhouse and hothouse facilities» in Kyiv's Holosiivskyi district has sparked debate about whether this is an appropriate use of budget funds in wartime.
A basic analysis of the tender documents revealed a number of points that may indicate restricted competition and possible manipulation.
What looks suspicious in the tender:
1. One email address for everyone
Both the chief engineer and the procurement specialist gave the same email address - gol_tender@ukr.net.
A free email service instead of an official corporate address looks unprofessional and creates risks for the transparency of communications.
2. No division into lots
The subject of the procurement was defined as indivisible. This effectively cuts off smaller contractors and opens the way only for large companies, which reduces competition.
3. A vague CPV code
The documents give the general code 45450000-6 «Other building completion work» instead of the specific code for major repairs. This approach makes oversight harder and may conceal deviations.
Why does this matter?
The use of a free email address, the absence of lots and a vague works code create opportunities for manipulation in order to spend the money.
