And the most interesting part is that all of this will be paid for from the budget of the village of Kuialnyk, and for a village this is an astronomical sum. Is this a bribe to officials in the district centre?
A solar power plant of this capacity costs around UAH 5-6 million on the market, and repairing a similar culture centre costs UAH 5-8 million. Even with a margin, the cost should be up to UAH 12 million. So the overpayment is 10 million. In other words, 10 million will end up in someone's pockets.
An artificially inflated estimate and only 15 days to submit bids - that is unrealistic for fair competition on a contract worth over 20 million. This is done when the winner is already known. The customer does not require any bid security - UAH 0, which means that shell companies with nothing at risk can take part.
We demand that the manipulative tender be cancelled!
